This master program becomes the foundation for a comprehensive, long-term redevelopment strategy (master plan) for your facilities and sites.
We guide our clients through a rigorous process to analyze master plan options to determine the most operationally functional, constructable and cost-effective solution to achieve the organization’s long term redevelopment goals. A functional program defines the functions, activities, and resources of each service or department, along with the space needed to support them. Our proven approach creates a strong planning framework for facility redevelopment, helping you detail future-focused spaces that enable optimal service delivery.
We also prepare detailed space programs, listing all rooms and spaces, their sizes and quantities, key adjacencies, and the departmental gross square footage needed for each function.
Agnew Peckham specializes in translating clinical requirements from the functional program into Functional Output Specifications (FOS) as part of Project Specific Output Specifications (PSOS). We have deep knowledge of deliverables required by the Ministry of Health and other regulatory bodies, and a strong record of drafting capital submissions positioned for approval.
Our extensive experience helps us understand each project’s unique needs and align services with our clients’ vision and principles. We work closely with client hospitals, Infrastructure Ontario, and Planning and Design Teams (PDC) to improve FOS formats, ensure consistency across PSOS sections, and enhance planning processes and outcomes for current and future projects.

The Z8000 Standard and Design and Construction of Health Care Facilities, which were informed by Ontario’s GOS guidelines, provide a common national platform for health care planning and design. As a firm, Agnew Peckham actively participates in the development of the CSA Z8000 standards; its managing partner is a member and chair of the Z8000 subcommittee.
The Agnew Peckham team has developed a report outlining recommendations for facility planning based on the experiences and lessons learned during and post-pandemic. With input from hospital leaders and Infection Prevention and Control Canada, the goal is to embed the guiding principles and recommendations in future hospital redevelopment projects.
Agnew Peckham engaged hospitals across Ontario in a modified post-occupancy evaluation process to recommend updates to Ontario’s space planning standards for emergency departments. 27 Ontario hospitals were engaged in the study, which analyzed the adequacy of existing departments, drawing from user experience and performance data.
Developed by Agnew Peckham with multidisciplinary partners for the Ontario Ministry of Health and Infrastructure Ontario. Originally planned for Alternative Financing and Procurement projects use only, the GOS was a critical precursor to the CSA Z8000 standards. Agnew Peckham led programming, planning and consultations with 10 hospitals and over 300 focus group meetings.
