Functional Output Specifications
Agnew Peckham has extensive expertise in translating key clinical requirements in the functional program into Functional Output Specifications (FOS) as part of the Project Specific Output Specifications (PSOS). Agnew Peckham thoroughly understands the deliverables required by the Ministries of Health and the infrastructure regulatory bodies, and has an extensive track record of success in drafting capital submissions that are well-positioned for approval. This significant experience enables us to better understand the specialized requirements of each project to provide services that support the project vision and overarching principles of each client.
Agnew Peckham has played a valuable role in the FOS landscape. We continue to work with our client hospitals and Infrastructure Ontario to improve the format and readability of our documents. We work closely with members of our Planning and Design Teams (PDC) to ensure our documents are consistent with other sections and information is not being repeated across other sections of the PSOS. Agnew Peckham continues to provide value added input to improve the PSOS process, planning products and outcomes for ongoing and future projects.
Working as a key member of the PDC team, we have developed the FOS for a number of recent design-build-finance-maintain (DBFM) projects, including:
- Bridgepoint Health
- Centre for Addiction and Mental Health (Phase 1C completed; Phase 1D in progress)
- Halton Healthcare Services

“With extensive expertise in healthcare planning, Agnew Peckham developed a detailed and thorough Functional Program and Functional Output Specifications that are helping West Park achieve its vision of becoming an integrated campus of care. Their team bring a vast array of knowledge to the table from trends in health care to invaluable lessons learned. More importantly, they worked collaboratively alongside our staff, physicians, patients and volunteers to reflect on the present and facilitate solutions, so we could envision a better future.”
